NERC Indicts Ibadan DisCo over Electrocution of Jubril in Ilorin

The Nigerian Electricity Regulation Commission (NERC) has found Ibadan Electricity Distribution Company (IBEDC) in violation of the installation guidelines, health and safety regulations which was responsible for Mr. Usman Jubril electrocution on October 3, 2016.

The firm has been subsequently directed to compensate family of the deceased in line with the Third Party Insurance provisions of Part V Section 5.2 of the Nigerian Health and Safety Code.

Specifically, IBEDC was said to have contravened Sections 5 (2.3); 9 (9) of the Nigerian Electricity Supply and Installation Standards (NESIS) Regulation, 2015 and Part 2 (13.3.C) of the Nigerian Health and Safety Code in the electrocution of Mr. Usman Jubril at Fate/Basin Roundabout area of Ilorin Kwara State.

According to Directive 159 issued by the Commission at the end of its investigation into Jubril’s electrocution, IBEDC did not comply with electric power sector technical standards in the maintenance of its injection sub-station, construction of distribution network across major road just as it lacks effective monitoring of its networks.

Such negligence according to the Directive signed by the Acting Chairman, Dr. Anthony Akah, mni, and General Manager, Legal, Licensing and Enforcement, Mrs. Olufunke Dinneh, led to the electrocution of Jubril on Monday October 3, 2016 when the deceased got trapped by a drilling truck that was in contact with Red-phased of a T-off Basin 11kv feeder aluminium conductors that run across a major road.

A feeder is a line meant for the supply and distribution of electricity. Feeders are found at different voltage levels of power supply. IBEDC has been subsequently directed under the Third Party Insurance provisions of Part V Section 5.2 of the Nigerian Health and Safety Code to compensate the family of the deceased.

This is in addition to carrying out repairs within its network where such negligence exists. IBEDC is further directed to embark on public enlightenment campaign to educate electricity customers within IBEDC network of such danger.
