REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR THE APPOINTMENT OF AN INDIVIDUAL CONSULTANT FOR DOCUMENTING NIGERIAN ELECTRICITY REGULATORY COMMISSION (NERC)
The Nigerian Electricity Regulatory Commission (NERC) is the veritable regulator and industry shaper of the Nigerian Electricity Supply Industry. It has also a responsibility to chronicle the evolution of electricity market in Nigeria. Also an important work of a regulator is providing critical information to stakeholders. This is more so when such a regulator, like NERC, has responsibility to promote private investment in the industry. The Commission has done impressive work to reduce regulatory risks in the sector and provide commercial, social and technical infrastructure for the growth of the power sector. Most importantly, the Commission’s achievement can be viewed through the prism of its legislative mandate in creating competitive electricity market in Nigeria. In the light of the above, NERC is desirous of engaging the services of a consultant who will be a competent professional with in-depth knowledge in the Nigerian Electricity Supply Industry – NESI, to write a compelling narrative about the major achievements of the Commission with emphasis on the period just before the privatization of the PHCN Successor Companies.
The assignment of the Consultant is to write a narrative of the major achievements/activities of the Commission in regulating the fledging electricity market in Nigeria. The narrative must be in a clear, methodical, and easy to read format and shall be in three publications structured along the following themes:
i. Fair and Reasonable Pricing in the NESI: The NERC Approach
ii. Promoting Investment in the NESI through Transparent and Accountable Regulation
iii. Promoting Consumer Satisfaction in the NESI.
3.0 SCOPE OF WORK
Specifically, the Consultant shall
a. Conduct research to generate information on the major achievements of NERC in regulating the NESI.
b. Identify further information on the major challenges of NERC in particular and power sector in general; and articulate such findings in easy to understand and appreciate language
c. Provide three Pamphlets of about 7-12 pages each on the three themes mentioned above
4.0 ELIGIBILITY CRITERIA The Consultant is expected to possess the following qualifications:
(a) A minimum of Bachelor’s Degree in any Arts, Social Science, Law, Engineering or Physical Sciences;
(b) A Master’s Degree or PhD will be an added advantage;
(c) Has unassailable narrative skills;
(d) Has a good understanding of the Nigerian Electricity Industry and
(e) Past experience in producing similar reports.
(f) The Consultant should be familiar with all pertinent laws, regulations, policies and processes governing the Nigerian electricity sector.
(g) He should have good grasp of the National Power Policy and the reform drivers.
(h) Consultant shall submit Curriculum Vitae (CV) with detailed and verifiable statement of experience and qualifications; (i) Consultant shall provide all relevant information concerning location, contact persons, telephone numbers and email addresses etc.
Note: Consultant will be selected in accordance with the procedures set out in the Public Procurement Act 2007, and the Procurement Procedure Manual published by the Bureau for Public Procurement (BPP) in January 2011.
5.0 SUBMISSION OF EXPRESSIONS:
Expression of Interest (EOI) must be submitted in three (3) hard copies with one original on or before 2:00pm on Monday, December 01, 2014 with the inscription on the Top left side of the envelopes: ‘’Expression of Interest for documenting NERC’’ and must be dropped into the tenders box located in the Commission’s Secretariat located at room 203 2nd floor, Adamawa Plaza, Abuja.
